Was The White House Aware of Russia in 2019?

Was the White House aware in early 2019 of top officials handling classified intelligence indicating Russia secretly offering bounties to the Taliban for the deaths of Americans? Reports indicate the findings to be true for at least a full year earlier than previously reported. The question remains, did President Trump have direct knowledge of the intelligence?
Former National Security Adviser, John Bolton said he briefed President Trump on the intelligence assessment in March of 2019. However, White House officials’ did not respond. But questions arose when President Trump attempted to improve relations with Russia and President Vladimir Putin.
Officials did not consider the intelligence assessments in 2019 to be particularly urgent. Trump later said during a meeting that the claims contained no “actionable intelligence.” Russian operatives became more aggressive in contracting the Taliban and members of the Haqqani Network. Since 2012, a foreign terrorist organization aligned with the Taliban, which kept eyes on Afghanistan during the Obama administration.
During the National Security Council meeting regarding the intelligence, The NSC did not respond to questions about the meetings. More unanswered questions and increased concerns regarding the Russian bounties arose after $500,000 in U.S. currency was recovered from a Taliban outpost. The funds bolstered suspicions of the American intelligence community that Russians had offered money to Taliban militants and linked associations.
